Tight
surveillance in Santa Cruz del Norte

Havana Province, Cuba. - The XXIV National
Exercise of Revolutionary Surveillance of the
Committees for the Defense of the Revolution (CDR)
will take place in Santa Cruz del Norte from December
16 to 19. Its objective is the organization, strengthening
and redesign of surveillance systems in each block.
CDR municipal coordinator in Santa Cruz del Norte,
Maritza Delgado, elaborated on some of the goals
of this exercise.
Journalist: What are the particularities of the
exercise in Santa Cruz del Norte?
Answer: Since surveillance is CDR’s main
mission, we seek to reorganize the systems in
each Committee for the Defense of the Revolution
and each constituency. CDR grass roots leaders
and other members of the organization will assess
the effectiveness of the current design. They
will also evaluate the need for adjustments in
order to properly complete the assignments. Those
who have troubles to deliver will study the right
variant to apply.
Question: Which are the regulations or issues
to be taken into account in the design of surveillance
systems?
Answer: In this regard, it must be taken into
account that night watch will have two shifts.
The first will be from 11.00 PM to 2.00 AM and
the second, from 2.00 AM to 5.00 AM in the morning.
In the second shift, they may use zonal patrols
and detachments of People’s Revolutionary
Surveillance. There are 10 detachments of this
kind in Santa Cruz del Norte and the number will
increase during the exercise. The day watch, very
useful during working hours, will not be neglected.
The cooperation of those that stay home in those
hours is required for the custody of the neighborhood.
Question: The system is also made up by “Looking
at the Sea” detachments. Which is their
mission?
Answer: The “Looking at the Sea” detachments
of Santa Cruz del Norte are very effective in
their work. On this occasion, together with the
coastguard, they will review their membership
and will ascertain the missions for the next year.
Question: Does the exercise include the control
systems to apply?
Answer: Yes. The municipal command post will be
reorganized. Nowadays, systematic control takes
the participation of more comrades. Thus they
will be able to visit and timely monitor the surveillance
activities implemented by CDRs and the blocks.
CDR members will show in this drill their capacity
to reorganize themselves in search of cohesion,
unity and the discipline that characterizes the
Cubans. Those qualities guarantee the defense
of the Revolution under any circumstance.
